Public Hearing Notice for the 2020 CARES ACT CDBG-CV Program

Two separate virtual public hearings will be conducted by Indiana County “on behalf of” Indiana Borough for the proposed Community Development Block Grant-Corona Virus (CDBG-CV) program. The purpose of the hearings is to solicit program proposals and plans to utilize the funding and submission of a CDBG-CV application. Indiana Borough has been allocated $87,437.00 of CDBG-CV funds that are to be utilized in the prevention, preparedness or response to the COVID-19 Pandemic. Applications are due to the Pennsylvania Department of Community and Economic Development on July 31, 2020.


The first scheduled virtual public hearing will be conducted on June 18, 2020 at 6:00 PM focusing comments and proposals solicitations from Borough residents. The second virtual public hearing will be conducted on June 23, 2020 at 2:00 PM focusing comments and proposals solicitations from the Indiana Borough business community. Please be advised that both virtual public hearings are open to anyone that wishes to attend and/or participate.


Proposed project activities must also meet one or more of the three objectives: benefit low-and moderate income persons; prevention or elimination of slums or blight; and /or alleviation of immediate threats to the health and safety of the community. The County on behalf of Indiana Borough is required to and will commit not less than 70% of the total funds, after administration costs, to projects which principally benefit low- and moderate income persons.


The following types of activities may be eligible for funding under this CDBG-CV allocation: Building and Improvements, including public facilities; assistance to businesses, including Special Economic Development Assistance; new or quantifiably increased public services; and planning, capacity building and technical assistance. All projects must prevent, prepare for, or respond to COVID-19.
